Mismatch in Purchase Title to Purchase Subject
Inconsistencies in the title, contract, technical specification make it difficult for suppliers to find the procurement announcement.
To detect this type of violation, an expert analysis of the content of announcements, lots, and technical specifications for errors is required.
Technical specifications can be accessed at:
- under the analytics module “Analysis of Kazakhstan’s Public Procurements Data” via the “Lots Table” tab. In the table, the number of announcements provides links to announcements on the procurement portal, where technical documentation can be downloaded for study. To structure the process, filters can be used to create selections based on specific customers, industries, and GWS (Goods, Works, Services).
Note: For minor violations, it is initially possible to write directly to the Contracting Entity and resolve the issue without escalating to higher authorities. By minor violations, we mean actions that the Contracting Entity can correct themselves, e.g., correct a misspelling in the specification, clarify a point in the plan, specify the quantity of a product, etc.

The Contracting Entity made a lot of spelling errors when describing goods.
"For example, a kindergarten requires: "fairy wooden house "Izvushka" wooden, Wooden bead maze with a bench, Wooden sandbox, Wooden mushroom with a bench, Wooden train, Wooden airplane, Iron slide, Iron swing (Manufacturing and delivery)". The spelling and punctuation of the original in Russian are preserved. The text in Kazakh turned out to be similar. The buyer of wooden "trains", "airplanes", "izvushkas", "mushroom benches", and other exotic children's things turned out to be a state municipal enterprise."
Choosing the wrong type of GWS (Goods, Works, Services) when purchasing from DMPs (Domestic Manufacturers). The buyer wanted to purchase butter, but selected GWS for engine oil.
"However, when announcing the specified competition, the procurement organizer committed gross violations that restricted the participation of a domestic manufacturer listed in the supplier registry on the state procurement portal. Specifically, the announcement for purchasing butter indicated the GWS code 205941.990.000003, which according to the classifier codes, refers to lubricating materials (engine oil), whereas the GWS code for butter is 105130."
